What pool share does not mean.
Pools are not owners
A pool coordinates work for miners who point hashrate at it. Those miners can redirect that hashrate to a different pool in minutes, and many do when policies change. A pool with 30% of blocks does not control 30% of the network’s hardware — it currently coordinates it.
Why concentration still matters
Concentration is worth watching because a pool chooses which transactions go into the blocks it builds. That is a censorship surface, not a rewrite-the-chain surface. The Herfindahl index above sums the squared share of every pool: 1.0 would mean a single pool found every block, and lower values mean block production is spread more widely.
